Hello,

I would like to propose to add "Sorting Chinese by Pinyin order" into 
ILS-Contrib.

I developed a couple of functions for sorting Chinese in Pinyin order ( 
Pinyin probably is the most popular sorting methods in mainland China).

Hopefully, this might help.
