[OPEN-ILS-DEV] clarification about commits and rollbacks in action.pm

Thanks Mike for the clarification. I'm ok with it now. I forgot that  
throw is a die and so execution will move from the try block to the  
otherwise block upon the first error thrown. Also, I now see that  
there are just two methods involved in action.pm, generate_fines() and  
the new holds targeter.
