"Load Bibs and Items" currently only works with purchase orders.  I take it
importing bib records directly from a selection list should also be an
option?

Title Search searches the local catalog and configured Z39.50 sources.  Its
purpose is to locate new bib records for creating orders and selection
lists.  There will be a separate interface for searching existing lineitems
(AKA bib records).
