[OPEN-ILS-DEV] [PATCH] admin.html cleanup

This fixes the missing style "type" and also moves a lot of styling from
inline "style" attributes to proper CSS.  Rendering should be exactly the
same.
I only hit the easy cases, where the element already had an existing id.
Further work could easily target the other cases.

Notably, much of the styling seems redundant, and putting them together in a
CSS section helps identify that.  There certainly are redundancies with
other conify pages that could be centralized.

Lastly, removed an empty title in a div element.
