[OPEN-ILS-DEV] [PATCH] adjust makefile for etch

Debian etch doesn't have libuuid-perl available to it, nor can you cpan 
install UUID by name (bad packaging, no VERSION, I think).  This tweaks 
the Makefile.install to work around it.
