[OPEN-ILS-DEV] Backport request

Hi there,

I humbly request that someone backport this to the 1.6 branch:

It is a consistent consternation to our users so far.  As a workaround
we are going to change the "account is inactive" message in order to
prevent patrons from panicking and calling their library when they
have actually only mistyped their username.
