[OPEN-ILS-DEV] (Patch) Fix bug with Reset Password button when using last 4 digits of phone number.

On rel_1_6_0+, the Reset Password button on the account screen was not 
working when using the "Use last 4 digits of the phone number" setting. 
It would set the password to a 9 digit sequence and not display to the 
user what the new password was.

I created a minor patch to address this.
