[OPEN-ILS-DEV] 1.4.0.4 -> 1.6.0.3 not a smooth upgrade: not seeing copy summaries

An update: the circulation information does appear in the staff client. It is only in the web browser that nothing appears. And I notice that the "choose a different library" drop-down box is empty in the web browser. So something regarding the org units may not have been webified correctly.
