Either approach would work. What I would do personally is install 1.6 on the new server, bring over a database export from the 1.4 server, and run the database upgrade scripts, rather than going to the trouble of starting with a 1.4 install on the new server.

If you're generally happy with your data and the various configuration settings you applied in your 1.4 database, I would recommend just transferring your entire database (using pg_dump and pg_restore, for instance) rather than doing something like exporting your bib records and reimporting them into the new 1.6 database. It depends on the nature of the 'flaws' you have in your original installation; if you truly do want to start from scratch and just reimport your bibs, you can do that.
