[OPEN-ILS-DEV] Proposed modification to1.6.0.4-1.6.1.0-upgrade-db.sql

Nobody here using it yet in workflow yet, but I am using Providers, Currency Types, and Exchange Rates tables for storage only. Providers having our vendor contacts migrated from previous systems.

But no big deal to re-insert or re-migrate that data (esp our Providers) into any new schema changes in 2.0. So I'd say trash it if it simplifies things.

Rather than assume, I've asked on open-ils-general.  If we're lucky, nobody has been using preview in production and we can cut the Gordian knot.
