[OPEN-ILS-DEV] Apache redirection with skins

I like! Here's a variant on your version that allows us to specify hostnames
as well. Tested (with lib_ips.txt entries with neither skin nor hostname,
just skin, and both skin and hostname) on 2.0.2.
