[OPEN-ILS-DEV] INDB Circ Matrix Circ Mod replacement thoughts

The current circ-mod based limits in indb circ are a tad limiting and  
hard to configure for our needs. As such, I have started planning out  
a possible replacement.

My "notes" are a tad too complicated for text-only email, so I posted

At this point I am looking for thoughts on the plan, use cases it  
covers, use cases it does not cover but people think it should, etc  
before I actually start coding.
