[OPEN-ILS-DEV] biblio.record_entry 'owner' column

The 'owner' column in biblio.record_entry is used by the maintain_control_numbers function.  Is it used anywhere else in the system?  Currently, none of our biblio.record_entry items have the 'owner' column set.  How does this column normally get filled?  Is it safe to update the column via SQL (will changing it from empty to a value cause visible changes in either the Staff Client or the OPAC)?

We are using Evergreen 2.1.1, OpenSRF 2.0.1, PostgreSQL 9.0.4, and Ubutnut 10.04.
