Agree with the more general approach.
A direct link for "Submit A Public Bug Report" may not helpful as I think we'd want to see local sys admins test before submitting. Having it there upfront may result in some misdirected "bugs" from general staff, etc.

Hey James, this did go in recently. I went with "Submit A Public Bug Report", though I like your idea better.
