[OPEN-ILS-DEV] Setting up our librarians with launchpad accounts

Hi Liam,

I believe every organization deals with bug reporting differently.  At
our site, I manage most all of the Launchpad bug reporting for
Bibliomation's libraries, and help to provide more detailed explanations
of issues to the community.  We end up resolving most things in-house
first through our helpdesk team if they're simple training issues or
minor tweaks to our system.  I try to only report when I feel confident
that it's truly a systems problem rather than a local strangeness; I
don't always feel comfortable that everyone in our organization would
know (or want to know) the difference.

If librarians wish to contribute though, I feel fine with that.  Like
all bug reporters, they should make an effort to follow the written
guidelines specified for the bug reports (such as listing Evergreen
version, OpenSRF, etc.).  Of course, I feel that it helps the developers
when bug reports are written with as much detail as possible, rather
than simply "this doesn't work, help!"  I also like to suggest that
people assign "tags" based on which version of Evergreen they're on
(like 2.0, 2.1, etc.) so that it can easier to find/locate bugs.
