[OPEN-ILS-DEV] Circ and Hold Matrix entry deletion

Evergreen gurus,

After recent migration to 2.1 on our production system, I find myself
wanting/needing to do some significant cleanup in the circulation and hold
matrices. I figured that deleting entries from the hold matrix would be ok
(correct me if I'm wrong), but I wasn't sure whether a connection to the
circ matchpoint id remains with the open circulation transaction. Can anyone
let me know if it is safe to delete circulation matrix entries?

Also, for future development - I would love it if fines, max fines and max
holds were in a separate table apart from the circ and hold policies. With
our consortium of 76 multi-type libraries (academic, public, school, and
special), a common fine structure isn't possible and the circ matrix entries
multiply quickly to cover such individualities.
