[OPEN-ILS-DEV] RELEASE TEAM: 2.1-RC1 cut

The staff client was built and has been copied over to
/downloads/previews.  I ended up having to make a minor tweak to the rc1
windowssetup.nsi file in order for the build to complete without errors.

The downloads page has been updated.  It's ready to go as soon as we do
a git refresh on the web server.  Have to modify all the wiki install
guides first.
