[OPEN-ILS-DEV] New feature freeze for master

Pursuant to release management discussion we've had here at the Evergreen
Conference, starting at 17:00 EDT today, master is officially frozen
vis-à-vis new features until we cut a 2.2 release candidate.  Of course,
there's nothing to stop folks from pushing feature branches in the
meantime, but I do hope to focus the dev community on the task of preparing
for the 2.2 release.

Release maintainer's manifesto forthcoming (just kidding about this part).
