I just wanted to jump in and point out that this would be a
non-standard way to use the subfield h. There's actually a
controlled vocabulary that's supposed to be used in that subfield.

I can't speak for SCLends, but based on my experience with our
consortium, I suspect it's precisely because libraries have a
tendency to develop local policies like that for 245$h that their
script ignores it. If you have 4 different records for the same
DVD and the 245$h is different in every one, e.g. [videorecording]
(according to standard), [DVD], [videorecording (DVD)], and
[videodisc], you don't want that to prevent your records from
merging. Or if libraries use various terms in the subfield h for
large print and some don't it for large print at all, etc., etc.

So I wouldn't use the subfield h as a basis of preventing the
merge. Also, the script would be less useful down the line because
245$h is eliminated in RDA. As to a better way...depending on how
reliable your fixed field information is, that might be a way to
prevent the electronic resources from merging with the print
versions, but focusing on the 856 itself might be the most direct
thing to do.
