[OPEN-ILS-DEV] upgrade to 2.2 rc 1

I just wanted to let you know that Niagara College upgraded to 2.2 last night, thanks to Equinox. Staff here have had really good things to say about the release. Everything just seems tighter, faster and well-integrated.
