[OPEN-ILS-DEV] Circulation Policies Configuration Screen

On the "only allowed one circ modifier" - One rule that says  
"Circulate: False" without a circ modifier, then one with the circ  
modifier that says "Circulate True" should handle it fine in most  
circumstances.
