[OPEN-ILS-DEV] scheduling regular IRC dev meetings

Hi All,

Wednesdays at 3pm is the winner.  Tuesdays at 2pm came in second.

I propose we plan to meet on the first Wednesday of each month at 3pm.
Sound OK?
