[OPEN-ILS-DEV] Change to feature slush/freeze

Thanks Galen!

I've updated the dates in the dev calendar.

+1 to a new date for a developers meeting. It looks like we should avoid 
the 1 p.m. to 2:30 p.m. (eastern) time block on the 18th because there 
is an acq meeting scheduled at 1 p.m.
