[OPEN-ILS-DEV] Help a Noob on test install

This was resolved in IRC chat
(http://irc.evergreen-ils.org/evergreen/2016-01-07#i_222423).  The
issue was a missed step for running the makefile command to install
the PostgreSQL server and other pre-req's.

"make -f Open-ILS/src/extras/Makefile.install
postgres-server-ubuntu-trusty" in this particular case.
