[OPEN-ILS-DEV] Reporting OCLC "Cancels"

I've done this as sql in the past as few of my libraries in a former life
were oclc members so I didn't have to do it often.  If I was doing it in
your scenario, given that it will probably get run about once a day at
most, yeah I think adding a view to extend_reporter would probably be the
simplest way.
