[OPEN-ILS-DEV] Support for Arabic language

Hi

thanks a lot for the information about XUL staff client - it sounds really
promising :-) .

I hope the situation with the TPAC and web staff client will be equally
optimistic. In any case I  would really appreciate any further information
on the Evergreen and Arabic, RTL etc.
