[OPEN-ILS-DEV] Using OpenSRF Perl Logging Subroutines In Evergreen

Hello.  I have opened Evergreen bug LP#1840053 
https://bugs.launchpad.net/evergreen/+bug/1840053 to change potentially 
slow log statements (log level info and above) to subroutines.  There is 
an accompanying Git branch listed in the bug report.

This is followup work where we make use of delayed execution subroutines 
in Evergreen Perl logging code now that the required change to the 
OpenSRF Perl logger module has been released in OpenSRF 3.0.3 and 3.1.1.

These changes should result in increased responsiveness and reduced 
resource utilization for the Evergreen system. They only affect the Perl 
portions of Evergreen though. We have been running with similar changes 
to the Evergreen 3.1 releases for months now with no problems.
