[OPEN-ILS-DOCUMENTATION] Possible proof-of-concept topic

Incidentally, one theme that has come up over and over as a need for
documentation is for functions -- especially new functions -- in the
staff client admin section. Some other areas have been fairly well
covered, but this is an area that comes up again and again as we
introduce new functions. Even a chapter linked from within this
section (without getting fancy with context-sensitive help etc.) would
be a big help. Just a thought. :-)
