[OPEN-ILS-DOCUMENTATION] context-sensitive help in the staff client

Hi folks,

I created a brief wiki page explaining the context-sensitive help
feature in the trunk staff client:

It also links to a publicly accessible trunk server and staff client,
if you want to try this out, and it points anyone interested in
contributing to this list and to DIG.

The functionality is very minimal, and doesn't answer questions about
deployment, internationalization, etc.
