[OPEN-ILS-DOCUMENTATION] Holds Functionality Documentation

Hi Kathy,

I would love to have a copy of your test results. And I suspect this would
be very useful  in the documentation.  It comes up quite often in my
consulting work when I'm trying to optimize materials handling workflow.
