[OPEN-ILS-DOCUMENTATION] Staff client help menu and files

A file mapping source files to pertinent interface sounds excellent and
potentially eliminates steps 2 and 4 from my original workflow proposal.  As
long as the source help files can all be in the same directory (either on
the server or remote) the help cross-references will be preserved.
