[OPEN-ILS-DOCUMENTATION] Suggestion: increase use Launchpad for DIG purposes (reporting doc errors, missing docs)

Hi Kathy,

As someone who has attempted to help fix a few documentation bugs/typos, I think Launchpad would be a useful tool.  When I find a problem, I could create a launchpad bug and know that it won't get lost in the mailing list.  Also, if I figure out how to fix it, I could post my code branch to the launchpad bug and add the "pullrequest" tag, and again, that feels much easier to track than sending the info to the mailing list.  I think this is a step in the right direction.  

I don't think my Serials 2.4 doc contributions have made it into master yet, and I'm sure that's partly because they got lost on the mailing list.  :)  So I will be happy to submit a bug report for that and attach my branch, with tags "documentation" and "pullrequest".  

Regarding bitesize bugs, how about tagging them as "typo"?  Or maybe just "simple" or "minor"?
