[OPEN-ILS-DOCUMENTATION] zip code - zips.txt - pre-populate - Documentation

Hello, does anyone know where some current documentation on the zips.txt - zip code pre-populate feature is at?  I found a thread on the devel list from 2011 [1] that mentions this site, http://dmagick.wordpress.com/2011/01/06/notes-on-installing-zipcode-information/
But I think that domain expired and was picked up by someone else, there is no trace of that article on the site anymore.

I think I can figure most of it out by looking at the Zips.pm and from some comments I can find in IRC archives.

If I wanted to document this feature for the official documentation - would it go in the "System Configuration and Customization" section?

What would the official name of this feature be?  "Zip Code Pre-Populate"  "Zip Code Auto-Populate"  "Patron Address pre-populate based on Zip Code"

And a general question - should each feature section state when the feature was introduced, to make it easier to backport the documentation for previous versions.  Are new documentation additions added to the older documentation versions?
