I just want to clarify a misunderstanding here regarding a quote from
Equinox.

Equinox never reported that the clear hold shelf processes was implemented
as an action/trigger.

Now having said that, if configured to do so, the clear hold shelf process
can fire off events for the hold_request.cancel.expire_holds_shelf hook,
but that happens after the cleaning of the shelf takes place and is not
related to the action of actually clearing the shelf.
