[OPEN-ILS-DOCUMENTATION] New docs (and a screen shot) for in-house use settings

I made a couple changes in Gist, one to replace the Circulation section on
In-House Use (adding a line about recording non-cats and adding a note
about the new Copy Alert settings) and one to add lines to the Library
Settings Overview for the new library settings related to the copy alerts
and in-house.
