[OPEN-ILS-DOCUMENTATION] Web Client Bar for Actions and Column Picker

In my internal notes, I refer to it as the Action/Paging Bar, but I don't
love that because I think it leaves out the Configuration part.

Similarly, I don't love Configuration Bar because to my mind that leaves
out Actions and Paging.

However, I think Action Row (or Action Bar, or Grid Action Bar, or the
like) actually captures all the things that can go there -- Paging Actions,
Configuration Actions, and Action-Actions.
