[OPEN-ILS-DOCUMENTATION] 3.4 documentation needs

Hi documentation friends,

I blocked off some time on Thursday to add some new 3.4 features to
the documentation needs page:

If some of the release notes look superb, I will just add them to the
official manuals and call it good.

And I know that the Equinox folks will be providing some nice
documentation for the new features that they created. :-D
