[OPEN-ILS-GENERAL] SIP Server installation

Bill Erikson is the expert on integrating the SIP server into  
Evergreen. It is a separate service that needs to be configured to  
start on its own, independent of the rest of Evergreen.

Unfortunately, right now it's hard for me to devote much time to this.
