Yup, that's an Apache server configuration issue; the content of the
XHTML output from the manual is in UTF-8, but the open-ils.org Apache
server is issuing a content-type header specifying a charset of
iso-8859-1 (and by the magic of charset encoding resolution, the
header wins out over the charset declaration in the document itself).
I mentioned it to Brad a few nights ago, so hopefully he can poke at
the config a bit and remove the pure evil "AddDefaultCharset On"
setting from the Apache config.

Feel free to contribute a third scenario, or to differentiate the
existing scenarios in a way that does a better job of capturing
different requirements and potential server/software configuration
scenarios - I originally dashed those scenarios off literally in less
than ten minutes, and haven't touched them since, so more care in
refining them before we go forward with documentation based on the
scenarios would be great! I was just hoping to get the seed of the
idea of scenario-based, grounded documentation planted :)
