Hi Karen,

You might benefit from poking around on our PINES information page,
which we are working daily to add to and bring up to date, but which
covers PINES policies and procedures:

Not all policies and procedures on the site are software-related, but it
should give you a glimpse at how the consortium operates and how it
treads the lines between consortium-wide and local system policies.
