Yes.  You can specify a fines rule that basically says No Fines, and
have the circ logic use that rule based on library, and you can
specify in what context.  For example, you may want to consider the
library where the transaction is occurring, and/or the library
associated with the patron, and/or the library associated with the
item (circ lib and/or owning lib).  You could also point to this rule
based on other conditions, like the user's Profile, or attributes on
the item, or the type of bib record, or even the time/date of the
transaction.

For those wanting a minimum default max fines rule in conjunction with
the percent of item price notion discussed earlier, you could do that
too.  Specify one rule for the minimum, and one rule for the percent
of item price, and have the circ logic choose one or the other based
on the item price.
