Did you ever figure this out?  You need to use either Admin->Server
Settings in the staff client, or the
http://localhost/cgi-bin/config.cgi interface.

One thing to make sure of is to change the corresponding Org Unit Type
as well, so that it will have Can Have Users = True and Can Have
Volumes = True.
