[OPEN-ILS-GENERAL] Billing feature option

One thing that we would like to see in the billing screen is this. Our
patrons borrow from lots of libraries, but Indiana law requires the
patron pay the bill where it is owed. So if a patron has 4 or 5 items,
the details have to be clicked to see where the bill is due.  If there
is just one, the "owed to" library is displays across the top.  Any
chance there could be a line added where it says Type; Last Billing;
(perhaps add Billing Library)
Just through that out there.
