[OPEN-ILS-GENERAL] Report for Holds

This isn't a report, but might be a viable workaround, depending on the size
of your library.

Circulation > Browse Hold Shelf, then click on the Available On column to
sort it. Then grab the stale holds off the holds shelf. From Browse Hold
Shelf you can select multiple items and under Actions for Selected Holds >
Cancel Holds.
