[OPEN-ILS-GENERAL] 2010 library automation survey

I did it a few days ago. I thought that the wording was a tad awkward in
that I thought it implied that one might be considering going to open
source but no one really is yet. I suspect that was unintentional though
(or at least I hope it was).
