under Restoring your Evergreen database to an empty state, there is a
command that is supposed to "create a clean Evergreen database schema."
The example given is

./build-db.sh localhost 5432 evergreen postgres evergreen 82

Does this just reset the bib and copy tables, or would running it also
require user and organizational unit changes be redone?
