RDA is a new cataloging standard to replace AACR@ and is not being treated in the cataloging community as just another MARC tag table update, so I'm not really sure what you mean here.There have been changes and additions to MARC21 to accommodate changes in the standard. If it were just an update in MARC tags, adoption would be relatively easy; but it encompasses some major rule changes that are controversial. While everyone agrees that updating AACR2 is necessary, there is true disagreement in the cataloging community over whether RDA is the answer. There certainly is criticism that RDA is too complicated or rather that the manual is not written clearly and concisely. There are also questions about whether the FRBRization of standards will actually result in better search and retrieval (although most everyone is glad to see the demise of the rule of three). So I don't know of anyone in the cataloging community that is treating it as another tag table update. Perhaps other ILS vendors are?

Or conversely, the open source communities could help drive experimentation that makes the most of RDA, going beyond treating it as just another tag table update.
