[OPEN-ILS-GENERAL] Notice of Change to License for OpenNCIP

This is great.  I approve, as it is something I first asked about in 2007
(in the context of Koha).  With Dan and David, I think we have a uniform
consensus.

I can take care of updating notices in the github repo.
