Sounds like it. This is in /openils/var/data/ils_events.xml?  Nothing in
the changelogs for 1.6.0.x
(http://svn.open-ils.org/trac/ILS/log/branches/rel_1_6_0) leap out at
me to suggest a problem in the code, unfortunately.

Right, it's more that you're on 1.6.0.x and that's not supported;
1.6.1.x is the supported 1.6 version of Evergreen until 2.1.0 is released,
at which point 2.1.x and 2.0.x will be the supported versions of
Evergreen, per our policy at
http://evergreen-ils.org/dokuwiki/doku.php?id=dev:evergreen:supported_releases.
