[OPEN-ILS-GENERAL] registering patron who is able to do different jobs

Hi
 sorry for posting my questions again. I tried it a week ago without
answer. Maybe someone could help me. Or is the version I use too old?

I am using evergreen in a small college library in Africa. I tried to
register a patron who helps with  cataloguing the books and putting them in.
I put him into the cataloger's group but now he is very restricted:

    * when opening the staff client a window pops up: Permission Denied:
      VIEW_BILLING_TYPE and requests authorisation. (But I want him to
      be able to work when I am not around)
    * importing a new record is working but when it comes to holdings
      maintenance as soon as clicking "add volume" the message is: You
      do not have permission to add volumes to that library.

I already tried to give the permission to add volumes in the user
permission editor, but it didn't help.
How can I give those patrons who work the permission to do all the
different jobs in the small library?
